Movin’ On, Luke Combs Concert to Impact Traffic on Penn State Campus

It’s a big weekend for outdoor concerts at Penn State, and events on Friday and Saturday will result in road closures and travel delays around the northeast area of the University Park campus.

Movin’ On, the annual end-of-spring-semester music festival, will take place Friday at the IM Fields along North University Drive near Park Avenue. Gates for the festival — which will feature Dayglow, Sexyy Red and Freddie Gibbs — open at 3:30 p.m. and the show is expected to conclude around 10:30 p.m.

Country star Luke Combs will perform the first concert at Beaver Stadium in nearly seven years on Saturday, when he’ll be joined by guests Jordan Davis, Mitchell Tenpenny, Drew Parker and Colby Acuff. Lots open at noon, gates at 5 p.m. and the show starts at 5:45 p.m.

Here’s a look at traffic and parking details for both events.

MOVIN’ ON

Road Closures

• Park Avenue will be closed between Bigler Road and University Drive beginning at about 5:30 p.m. on Friday and will remain closed until all pedestrians have crossed the street following the end of the event.

• North University Drive will be closed between Park Avenue and Services Road starting around 5 p.m. on Friday and continuing until after the crowd has cleared following the end of the festival.

• Services Road between Big Hollow Road and University Drive is closed from Thursday until 8 a.m. Saturday. Access to the Orange parking area near Procurement Services is available only from the entrance on Big Hollow Road.

“With heavy traffic expected in these areas on Friday, drivers are urged to use caution and to allow extra time to reach their destinations,” the university wrote in a news release.

Parking

• Movin’ On parking is available for $10 upon entry or with a valid Penn State parking permit at the Stadium West lot. Overnight parking between 2 and 4 a.m. is not permitted.

• Parking is also available in the East Deck for $1 per hour or a $16 daily maximum. Penn State permits are also valid after 4 p.m. Overnight parking is permitted. Drivers should note that a $40 event rate will go into effect in the East Deck on Saturday for the Luke Combs concert.

• Movin’ On parking is prohibited in all lots near the IM Fields.

• Due to the event and road closures, access to Yellow H parking for Penn State softball will only be available from the Curtin Road entrance. Exiting may change through the evening, and drivers should follow the signs and personnel.

LUKE COMBS CONCERT

Road Closures

• Curtin Road will be closed between University Drive and Porter Road is closed now through the end of the concert.

• Porter Road will be closed between Curtin Road to Park Avenue starting at 11:30 a.m. Saturday.

• A one-way traffic pattern will be in after the concert, but not before.

“Traffic will be very heavy on campus throughout the day Saturday, and drivers are urged to use caution and allow extra time to reach their destination,” according to a university news release. 

Lot Closures

The following campus parking lots will close at midnight Friday night in advance of the concert:  

  • Commuter lots (Jordan East, Stadium West, Porter North, Porter South) 
  • Orange L (all sections) 
  • Yellow H (all sections) 
  • Yellow V 
  • Orange A OPP (east and west) 
  • Orange A Katz 
  • Orange H (all sections north of Hastings Road) 
  • Orange O (ICA Service Center/Meats Lab) 

 The east half of Lot Orange U located just east of USB I and II also will be reserved beginning at midnight Friday night.

Parking

Parking for lots around Beaver Stadium can be purchased in advance until noon on Friday for $60, $80 or $100 through Ticketmaster. Day-of parking purchases will be available in Lots 26 and Lot 36 for $80. Vehicles will not be permitted to line up on the street before lots open at noon. Tailgating is permitted in the lots around Beaver Stadium. See the rules and regulations here.

• Parking will be available in the East, Eisenhower, HUB, Nittany and West decks for $40 on Saturday.

• Penn State parking permits will be valid only in faculty/staff lots located west of Bigler Road.

• ADA parking is available in Lots 18, 31, 41 and Shields. Fans must display their disabled license plate or handicap placard.

• No RV or bus parking will be permitted. Grange Park in Centre Hall is offering overnight RV parking for $50 per night.

• Rideshare pick up and drop off will be on Hastings Road.

Transit Changes

CATA will operate with the following service adjustments during the concert.

• Blue Loop: From the bus stop at Pattee Library, the Blue Loop will turn right on Bigler Road, right on Pollock Road and resume normal routing until College Avenue and Allen Street and make a right on Burrowes Road where it will resume normal routing.  

• White Loop: From the bus stop at the Meridian, the White Loop will follow normal routing to University Drive where it will turn left on Hastings Road, right on Bigler Road, and left on Curtin Road where it will resume normal routing. The Lot 83 stop will not be serviced.  

• Red Link: From West Campus toward Medlar Field the Red Link will follow normal routing to Curtin Road where it will turn right on Bigler Road, left onto Hastings Road, left onto University Drive, left onto Curtin Road where it will resume normal routing. 

• H Route:

  • Heading outbound to Toftrees from Pattee Library, the H Route will turn right on Bigler Road, right on Pollock Road, left on Shortlidge Road, right on College Avenue, right on South Atherton Street, and right on Woodycrest Street.  
  • The trips not servicing the Village at Penn State will follow routing to The View, turn left on Toftrees Avenue, and then continue to the detour listed above. 
  • Heading inbound from Trader Joe’s, the H Route will follow normal inbound routing to the Village at Penn State, and then it will continue around Lion Hill Road, turn left on Presidents Drive, turn left on Toftrees Avenue, turn left on Waddle Road, turn right on Colonnade Boulevard, turn left on North Atherton Street, and turn left on Curtin Road.  
  • The trips not servicing the Village at Penn State heading inbound to campus will follow normal routing to The View, turn left on Toftrees Avenue, and then continue to follow the detour listed above.  

• NV Route: Heading inbound, after servicing The View, the NV Route will turn left on Toftrees Avenue, turn left on Waddle Road, turn left on I-99 North, continue onto 322 East to College Avenue, turn right on College Avenue where it will resume normal routing.  

Parking for Penn State Sports

• Parking for baseball, softball and men’s and women’s lacrosse games on Saturday is available in campus decks at a day-of-event rate of $40.

• Fans can prepay for event parking at a discounted rate of $5.50 through the ParkMobile app or online here until 11:59 p.m. on Friday.

• Saturday’s home sports schedule includes:

  • Noon – Women’s Lacrosse vs. Ohio State – Big Ten Tournament – Panzer Stadium
  • 12:30 p.m. – Baseball vs. Minnesota – Medlar Field
  • 1 p.m. – Softball vs. Michigan – Nittany Lion Softball Park
  • 3 p.m. – Men’s Lacrosse vs. Rutgers – Big Ten Tournament – Panzer Stadium

Admission to each game will be free.
