Criminal Complaint: Mextorf's Blood-Alcohol Level Was Well above DUI Threshold

State College Superintendent Richard J. Mextorf's blood-alcohol level was 0.316 percent on Nov. 18, the day he was picked up for DUI, according to a detailed criminal complaint.

The threshold for DUI in Pennsylvania is 0.08 percent.

The full criminal complaint was released Friday by a district judge's office in Clinton County, where Mextorf has been charged with driving under the influence.
