Homeless Man Facing Child Pornography Charge

A homeless man living in the State College area is facing a felony count of child pornography in addition to corruption of minors charges that were filed last week.

According to a criminal complaint filed on Wednesday by State College Police, Dylan A. Reeves, 19, had on his phone nude photos of a 15-year-old female with whom he allegedly had a sexual relationship.

Ferguson Township Police were investigating recent Childline reports that Reeves had intercourse with and provided drugs to the minor. On Dec. 14, State College Police received a Childline report that Reeves had sexual contact with the girl in a bathroom of Schlow Centre Region Library.

Police said video and audio surveillance confirmed Reeves and the juvenile went into the bathroom and several other people were identified as being with Reeves before and after.

A witness reportedly told police that the female said Reeves had sex with her in the bathroom and that he slapped her and burned her arm with a cigarette.

Reeves allegedly told police he was in a sexual relationship with the girl but that he was three years and eight months older than her so it was not "a statutory situation." Police, however, said they confirmed Reeves is four years and four months older, qualifying sexual contact as a statutory crime.

Police said Reeves admitted he knew he was not allowed to have contact with the juvenile because of her parents and the Childline reports, but that he continued to have contact with her and that she lies to her parents so they can meet. He said they had intercourse in the bathroom, but denied slapping or burning her, according to the complaint. He also denied providing drugs to her.

When interviewed by police, the juvenile reportedly confirmed she had been in a sexual relationship with Reeves for about three months. She also allegedly said she had intercourse with Reeves in the library bathroom and that he slapped and burned her, but that the physical contact was consensual.

On Dec. 19, Reeves was arrested after he allegedly stole a cell phone a week earlier from a volunteer at a State College church where he was staying as part of the Out of the Cold program. He reportedly broke it and threw it away after he couldn't gain access. Reeves was charged with theft and receiving stolen property in that case.

That same day a witness contacted police and said he had a cell phone that Reeves stole from Walmart and had left with him after being arrested. The witness reportedly said there was possibly material on the phone that would show Reeves had inappropriate contact with the girl.

Police obtained a search warrant for the phone and found all of the information on it belonged to Reeves, according to the complaint. A search of text messages showed communication between Reeves and the girl, police said. A search of photos allegedly found nude photos of her.

Reeves was charged on Wednesday with felony counts of child pornography and criminal use of a communication facility along with another misdemeanor count of corruption of minors. He was arraigned before District Judge Carmine Prestia and additional bail was set at $25,000.

Last week, Reeves was charged with two other counts of corruption of minors, along with the theft charges. Combined bail on those charges totaled $125,000.

Preliminary hearings are scheduled for Jan. 3.
