Penn State Announces Parking and Transit Changes for Arts Festival

With the Central Pennsylvania Festival of the Arts scheduled to begin Wednesday with Children and Youth Day and continuing through Sunday on the University Park campus and in downtown State College, Penn State's Transportation Services has announced several changes impacting parking and traffic on campus.

Single-day event parking for $5 (no charge with valid Penn State permit) will be available at Jordan East/Lot 44 and Stadium West from Wednesday through Saturday. No-fare transit to and from the festival area will be available via CATA’s Blue Loop. $5 parking will also be available at the Nittany Parking Deck and Lot Red A on Saturday and Sunday.

Weekend parking permits, valid through Sunday at the parking decks and Red A, will also be available on Thursday for $35 and Friday for $30 at the following locations and times:

Thursday:
-    East Deck, HUB Deck and Nittany Deck exit kiosk (7:30 a.m. - midnight)
-    Parking Office at 1 Eisenhower Parking Deck (7:30 a.m. - 5 p.m.)
-    Red A kiosk at White Course Drive (7:30 a.m. - 3:30 p.m.)
-    Eisenhower Deck (4 p.m. - midnight)

Friday:
-    East Deck, HUB Deck and Nittany Deck entrance kiosk, and Red A kiosk at White Course Drive (7:30 a.m. - midnight)
-    Red A South entrance near bus terminal (4 p.m. - midnight)
-    Eisenhower Parking Deck entrance (11 a.m. - midnight)

Road Closures, Bus and Parking Changes

Beginning at 6 p.m. Wednesday and continuing through Sunday Burrowes Road will be closed from College Avenue to Curtin Road, and Pollock Road will be closed from Burrowes Road to Willard Building.

All CATA bus stops on Burrowes Road will be closed from College Avenue to Curtin Road from 6 p.m. Wednesday through Sunda

Campus Shuttle stops 9 (Reber Building) 10 (IST/Hosler) and 11 (Rec Hall) will also be closed on Thursday, July 13 and Friday, July 14. The closest available Campus Shuttle stops will be stop 8 (College Avenue/Allen Street) and stop 12 (Pattee Library). Due to road closures, access to the following faculty/staff parking areas will be impacted beginning at 6 p.m. Wednesday:

- Access to all sections of Lot Brown A, as well as the Hammond Building loading dock, will be available from College Avenue only, with vehicles traveling north on Burrowes Road, then turning right onto the driveway between Reber Building and Hammond. The bollards that separate Brown A from the driveway between Reber and Hammond will be removed during the Arts Festival. Exit from the lot and loading dock will be available only through this driveway back to College Avenue. Brown A permit holders will also have access to parking at all sections of Lot Red A on Thursday and Friday.

- Access to Old Main will be available only by traveling west on Pollock Road from Shortlidge Road or Bigler Road.

- Access to Lot Brown E and the metered lot at Carnegie Building will be available only by traveling south on Fraser Road from Curtin Road. The bollards at the top of Fraser Road will be removed and an auxiliary officer will be on site to restrict access to authorized vehicles only. With additional traffic around West Halls during Arts Fest, Brown E permits will also be valid at the Nittany Parking Deck on Thursday and Friday. Brown E permit holders should scan their permit's barcode at any in-lane machine to enter and exit the deck.

- Access to Lot Red K (Applied Research Lab) will be available from College Avenue only, via the service driveway between the University Club and FedEx Office. Vehicles exiting Red K must exit through the FedEx Office parking lot onto Atherton Street.

- Access to Lot Red H (Noll Lab) and Lot Green C will be available only by traveling south on Burrowes Road from Curtin Road. Auxiliary officers will be on site to restrict access to authorized vehicles only.

The parking information kiosks located on Pollock Road near Steidle Building and Burrowes Road at the entrance to Lot Brown A will be closed on Thursday and Friday. Auxiliary officers will be posted at Pollock Road, Fraser Road and College Avenue to restrict traffic to authorized vehicles only.
