Pop Up Ave Flea Market to Be Held on Fraser Street, Include Beer Garden

Urban-style pop-up flea market Pop Up Ave returns to downtown State College this weekend in a new location for its fifth event.

With about 50 vendors of vintage and hand-crafted wares, along with local food purveyors, live music and beer, Pop Up Ave is set for 11 a.m. to 7 p.m. on Saturday on the 100 block of South Fraser Street and the Martin Luther King Jr. Plaza.

The beer garden, featuring Elk Creek Cafe & Aleworks, became the first to be approved for an open-container ordinance waiver under the borough's new special events ordinance adopted in August 2017. Borough council voted 5-2 to approve the waiver at its March 19 meeting.

Under the ordinance, events co-sponsored by the Downtown State College Improvement District that are held within a defined boundary can receive a waiver to sell beer, wine and cider in a controlled area. 

Pop Up Ave held a special holiday market on South Fraser Street in December but did not offer beer. Prior editions were held in the Garner Street Parking Lot and did include an Elk Creek beer garden but did not require an open container waiver because they took place entirely on private property.

Councilwoman Theresa Lafer expressed concern at the March meeting that the location of the beer garden on the plaza was in too small of an area and might result in overflow and an inability to control who can access it. She said she supports the event, but didn't believe it needs to have beer.

Councilman Dan Murphy said Pop Up Ave's prior beer gardens have been very well-controlled and drinks are priced such that overconsumption is not encourage.

“I have attended multiple of the Pop Up events in the past,” Murphy said. “I was pleasantly surprised at the level of control shown by all those participating in the event.”

Borough Manager Tom Fountaine also noted that previous Pop Up Ave events have not resulted in any incidents. Elk Creek provides certified servers and ID checkers for the beer garden.

Pop Up Ave held its first market in fall 2016 and has grown since then as it has become a new State College tradition. Including the winter market, three Pop Up Ave events were held in 2017, with about 3,000 people attending each.

Brad and Andrea Groznik, Penn State graduates who returned to State College after living in New York, co-founded Pop Up Ave when they realized the urban flea market concept would translate well to the Centre Region. Popularized in major cities, urban flea-markets give visitors a chance to check out unique and trendsetting items from a wide range of vendors.

Admission to Pop Up Ave is free. In addition to the vendors, cooking demonstrations, free crafts and activities will be presented by Provisions and State College Community Land Trust.

Food and drink will be available from Brazilian Munchies, Doan's Bones Barbecue, Husky Bros Popcorn Co., Moody Culture Kombucha and Elk Creek Cafe.

Performances include The Psychic Beat One Man Band (11 a.m.) Caryn Dixon (noon), DJ Alex Nepa (1 p.m.), Shalom Dubas (2:15 p.m.), Evan Savage DJ set (3 p.m.), The Wizard of Groz DJ set (4:30 p.m.)
