When students return to Penn State next fall, downtown State College will have a whole new look. Rise at State College and The Edge on Beaver Avenue plan to be up and running, the two newest high-rises in what is becoming a more common sight in State College.
Rise, located on the corner of College Avenue and High Street, can be seen as soon as you turn off the Mount Nittany Express Way on College Avenue and head toward downtown. Construction of the 12-story, 140-foot building began in September 2016. The building's third and fourth levels will be designated for graduate student and professional residences, with levels five through 12 housing undergraduate students. There will be a mix of sizes, ranging from studios to five-bedroom apartments. In all, the building will accommodate 575 beds.
Rise currently has an office on 228 E. College Ave., but those looking for a rental at the new apartments had better act fast, according to Jourdan Manley, the new development regional manager for CA Ventures.
“We only have a couple undergraduate spots left and graduate/young professional units are filling quickly,” said Manley, noting the facility's atmosphere will make for a exciting place for students and professionals to live. “The 12-story high-rise features a health and fitness center, outdoor deck with TVs and hot tub, private and group study spaces and two dedicated graduate and young professional floors. All of Rise’s community amenities were uniquely tailored to the State College student and young professionals.”
The group is still searching for a tenant in the ground-floor retail spot. The original plan was to have a grocery store open in the location, but Manley said the tenant decided that the timing was not right.
Construction crews will be working on the building throughout the summer, but will be complete by the time students return next fall semester, said Manley.
Up on Beaver Avenue, The Edge also plans to be ready for renters this fall. The seven-story building will hold 40 student apartments on the old location of Canyon Pizza.
These new luxury high-rise buildings come after the 12-story Metropolitan opened in August at the corner of College Avenue and Atherton Street. In 2016, the 13-story mixed-use Fraser Centre opened. And, downtown State College looks like it will keep growing taller, with two other high-rises still in the developmental stages.
Developers have submitted the final land development plans and renderings for a 12-story high-rise that would occupy much of the block of West College Avenue between South Burrowes and South Atherton streets.
The Residences at College and Atherton is a proposed 455,000-square-foot mixed-used building that would include two floors of retail and office space and 10 floors of residential units. A conditional use permit was approved in July 2017 by State College Borough Council.
The development will consolidate parcels that currently include West College Realty, 312 W. College Ave.; California Tortilla, 322 W. College Ave.; Zola Kitchen and Wine Bar, 324 W. College Ave.; Golden Wok, 332 W. College Ave.; and two houses. The 152.5-foot tall building will have 247 residential units with a total of 745 beds in a mix of two-, three-, four- and five-bedroom apartments. Included in the plans are 31 inclusionary housing units.
Most recently, a proposed mixed-use high-rise development on the site of the Garner Street Parking Lot in downtown State College moved forward Feb. 5 as borough council approved a conditional-use permit for the project.
The 12-story, 145-foot-tall building would include residential and commercial space, as well as a Penn State Hillel community center. The first two floors are designated for more than 30,000 square feet of commercial and retail space. The remaining 10 floors would house 258,000 square feet of residential space, with 247 units and a total of 824 beds.
