Neighbors Question Somerset County Man's Choice Of Residence

Police charged Dennis Davis with raping a bartender from Ligonier over the weekend.

Davis, who is listed on the Pennsylvania Megan's Law Web site as a sex offender, lived in Jenner Township, across from the entrance to Summer's Best Two Weeks children's summer camp.

Concerned neighbors said that has always bothered them.

But according to the law, not all sex offenders pose a threat to children. So, limitations on where they live aren't considered necessary.

Megan's Law requires community notification in only two circumstances - if the offender is from out-of-state and his community there was notified, or if the court determined the offender to be a sexually violent predator, which means they have a mental abnormality that makes them likely to assault again.

Whether or not Davis will be labeled a sexually violent predator is not known right now. But Davis' daughter said he served 14 years in prison for raping his then-wife's best friend before getting out of prison five years ago.
