Charges are being filed this week against James W. Hoover, 44, in connection with a photo-taking incident at the Benner Pike Wal-Mart, State College police said Wednesday.
The criminal complaint against Hoover, of the State College area, was not immediately available Wednesday afternoon. But police said Hoover is being charged with stalking — a first-degree misdemeanor charge — and a third-degree misdemeanor count of disorderly conduct.
Those charges stem from an Aug. 12 incident at the Wal-Mart, at 373 Benner Pike in College Township. There, according to earlier police reports, a man later identified as Hoover was seen taking repeated photos of a 10-year-old in the store.
He snapped the images surreptitiously with a mobile-phone cameras, according to those earlier reports. Confronted by the juvenile’s mother, the man claimed he had only been using his phone’s calculator function, police reported.
After an arraignment, Hoover will next face a preliminary hearing.
