A proposal that would allow a new downtown apartment tower will be up for discussion tonight before the State College Planning Commission.

State College-based HFL Corp. has asked the borough to rezone 254 E. Beaver Ave., the former Kappa Sigma property, to a more commercial designation. That would allow the construction of a seven-story residential tower housing 42 student apartments.

HFL Chairman Henry Sahakian has said the building would include features designed to minimize misbehavior there. The property sits in an area locally called ‘Beaver Canyon,’ known for tall apartment buildings and occasionally raucous partying.

Borough Council has asked the Planning Commission to consider the merits of the rezoning request and develop a recommendation. The council holds ultimate authority over such zoning decisions.

The commission meeting this evening will begin at 7 p.m. on the third floor of the borough municipal building, 243 S. Allen St. It will be open to the public.
