Monday night’s Borough Council was short and easy, with every agenda item passing with little debate. In fact, a vote regarding the high school facilities project came and went quickly in a very uncharacteristic fashion.
Last night, the Borough Council approved the State College Area School District’s conditional use request to reduce parking at the north building site at State High. The approval will allow the district to reduce the required number of parking spaces by 40.1 percent, or 386 spaces, in order to provide better drainage options and green space at the high school site.
Council held a conditional use hearing on November 6, and the testimony and records from that hearing were what the council had to base their decision on. Council members discussed the information at a work session on November 13, when they planned to approve the request at their next regular meeting.

The council approved a proposal to amend the original Downtown Improvement District ordinance in order to extend the DID’s lifeline for fifteen more years. The sunset date has been changed from December 31, 2006 to December 31, 2021.
Another resolution passed by the board last night will extend the franchise agreement between the borough and Comcast Communications for six months while negotiations to renew the agreement continue. The new agreement is slated to expire on June 30, 2007.
Council voted to rename a part of an alley that runs behind the former residence of Thomas Shade, Jr., the Borough’s “unofficial greeter,” after the late resident. After researching the alleys and names in the area, the alley between Sparks Street and Patterson Street, near the 700 Block of West Beaver, was designated to be renamed in his honor.
