State College Transitioning to New Official Digital Parking Payment Platform

State College will transition to HONK Mobile as the borough’s official digital parking payment system on Tuesday, Sept. 1.

Parking sessions can be purchased via the HONK website, the Apple or Android HonkMobile app or by texting a number when drivers arrive at their meter or lot, according to a borough news release. The digital payment system is available for street meters, the Beaver Avenue lot, the McAllister Deck, residential neighborhood special event rate parking and commuter zone permits.

Drivers are still able to use coins and cards for meters, as well.

Parking Department staff have begun installing new signs that feature a QR code, parking zone and instructions on how to purchase a session via HONK.

The borough previously used ParkMobile as its official parking platform.

Parking zone numbers for meters and lots will remain unchanged in the transition to HONK:

• Zone 4201: College Avenue
• Zone 4202: Beaver Avenue
• Zone 4203: Fraser/Allen/McAllister/Locust/Hiester
• Zone 4204: 300 South Fraser Street
• Zone 4205: Allen/Foster/Burrowes (Digital-Only Zones)
• Zone 4206: 400 West Beaver Avenue (Digital-Only Zone)
• Zone 4214: McAllister Deck level 2 (When Permitted for Use)
• Zone 4215: McAllister Deck
• Zone 4216: Beaver Avenue Lot
• Zone 4217: Residential/Special Event Rates
• Zone 4218: Commuter Zone Permits

According to the borough, HONK collects only data needed for essential purposes, such as processing payments and validating parking sessions, and does not sell personal information. Drivers can request deletion of their data at any time.

HONK is also the digital payment system for visitor parking in select areas of Penn State’s University Park campus.
