Bill Welch’s passing last fall may have removed him from the office of mayor, but his presence is thriving in the community he loved.
And last night, that community showed its appreciation.
Welch was posthumously named the recipient of the borough’s Legacy Award for his seemingly endless dedication to State College and everyone within its borders.
StateCollege.com Senior Editor Adam Smeltz knew Welch as a mentor, a source and a friend, and he was asked to say a few words about the late mayor at the borough’s Authorities, Boards and Commissions Appreciation Dinner last night at the Atherton Hotel.
