STATE COLLEGE — The Centre County Metropolitan Planning Organization invites the public to review and comment on the draft Centre County Passenger Rail Access Study during a 30‑day public review and comment period now through Monday, Aug. 17.
The Centre County Passenger Rail Access Study is intended to revisit the options and alternatives presented in the 2014 “Keystone West Feasibility Report and Service Development Plan” with more of a local emphasis, assess demand for passenger rail service, identify the most sustainable options to improve access, and evaluate the willingness and ability of required partners to provide this access.
The study will also provide a recommended implementation plan identifying partners, costs, required agreements, and potential funding sources for providing the recommended improvements.
As part of the public comment period, the CCMPO will host public open house sessions to share the draft findings and recommendations, and gather feedback directly from residents, businesses, and other interested stakeholders:
- Date: Tuesday, Aug. 4
- Time: 3 to 4:30 p.m. and 6 to 7:30 p.m.
- Location: Centre Region Council of Governments Building, General Forum Room, 2643 Gateway Dr., State College
The open house sessions will provide an opportunity to learn about the study process, ask questions, and offer comments on proposed findings and recommendations.

Draft study findings and recommendations became available for review beginning Friday, July 17 on the web at www.crcog.net/transportationstudies and in hard copy at the following locations:

- Centre County Planning and Community Development Office, Willowbank Office Building, 420 Holmes St., Suite 340, Bellefonte

The Centre County Passenger Rail Access Study is being led by the CCMPO in coordination with local and county governments, transportation providers, the Pennsylvania Department of Transportation, and a variety of other community stakeholders. The final study report is anticipated to be completed during Fall 2026.
