Borough launches new short-term rental license portal

STATE COLLEGE — The Borough of State College has launched its new short-term rental license management platform, Rentalscape, through Deckard Technologies, which includes both an interactive application portal to improve communication between applicants and staff, as well as a future public-facing component for residents to understand short-term rental activity in their communities.

The borough ended its previous contract with Host Compliance in June 2025 and began working with Deckard Technologies on the buildout of the Rentalscape platform. Letters have been mailed to all property owners who need to submit a new license application.

The Planning Department, which staffs the license program, is available to assist residents in navigating the new system and application submission requirements. The initial ordinance was adopted by council in August 2022, establishing a new license requirement for short-term rental use in properties located within the borough.

The goal of the license is to allow the borough to better preserve its residential character and address local concerns about nuisance behavior from short-term rentals.

 The ordinance has been subsequently amended since its initial adoption, most recently in February 2026. Those revisions were aimed at providing clarification for applicants while also improving ordinance implementation and enforceability.
