STATE COLLEGE — The Centre Area Transportation Authority (CATA) has named Todd Horsley as its next Chief Executive Officer, set to take the lead on Tuesday, July 15.
Horsley brings more than two decades of public transportation leadership to the role, most recently serving as Director of Northern Virginia Transit Programs with the Virginia Department of Rail and Public Transportation. There, he managed over $600 million in annual state grant funding and provided oversight to 10 busy transit systems in one of the country’s most complex regions.
“CATA is a remarkable transit system, doing big things in a vibrant, growing region,” Horsely stated in a press release. “I’m excited about the possibilities and look forward to leading us into our next decade of innovation.”
Horsley’s background spans operations, compliance, contracts and regional collaboration, all key components in managing a system, especially during Penn State’s academic peak.
Mark Parfitt, Chair of CATA’s Board of Directors, said the board was particularly drawn to Horsley’s experience and professionalism.
“Beyond his credentials, the Board was especially drawn to Todd’s strategic mindset, strong communication skills, and genuine enthusiasm for life in a college town,” said Parfitt. “He’ll officially join us in mid-July. I hope you’ll join me in welcoming Todd to CATA and the Centre Region.”
The leadership shift comes with a transition plan already in motion. Current CEO David Rishel, who has been widely credited with turning CATA around over the past 30 months, will remain on board in a support role through a 14-month contract extension signed earlier this year in March.
“It’s fantastic to have a person with Todd’s background as CATA’s next CEO,” Rishel said in a press release. “His strong mix of operations and regulatory experience are just what we were looking for.”
CATA continues to gain recognition across Pennsylvania and beyond for its commitment to customer service and financial stewardship. As the organization prepares to celebrate its 50th anniversary, the board sees Horsley’s appointment as a forward-looking step.
