Restaurant, Bank Planned for Next Phase of Patton Crossing Development

Patton Township Planning Commission on Monday heard early plans for the next phase of a mixed-use development on North Atherton Street.

The commission reviewed a conditional use application to permit drive-thrus for a bank and restaurant at Patton Crossing, 1752 N. Atherton St. They would be the third and fourth buildings constructed in the development, joining Aldi, which opened in 2021, and Cava, an under-construction fast-casual Mediterranean restaurant with a pickup lane for advance.

The names of the businesses for the new restaurant and bank were not disclosed.

“We’re not putting that out there quite yet,” Tony Fruchtl, of project engineer PennTerra said.

Both buildings would front North Atherton Street in the same section as Cava described as phase 2 in the site master plan.

The 3,000 square-foot restaurant, located at the northwest corner of phase 2 and on the opposite side of the entry drive from Aldi, would be a single-story building with a full-service drive-thru window and dual order points.

The 7,482-square-foot bank would be a two-story building located in between the new restaurant and Cava. It will include a customer service area, offices, walk-up ATM and a single-lane drive through window.

A right-in, right-out access will be constructed on Roxbury Street at the eastern end of the site for traffic traveling from and to North Atherton Street. Vehicles entering from there will travel on Roxbury Street and turn right on to Meridian Street to enter the properties from the rear.

Planning Commission unanimously recommended the conditional use application for drive-thrus to the township Board of Supervisors with several conditions.

A crosswalk will be placed behind Cava, and signage will be placed at Meridian Street and Roxbury Street indicating Roxbury Street is a restricted intersection for right turns only.

Directional signage will be installed to regular on-premises traffic among the three businesses. The fourth condition states that “internal traffic control measures should be explored to reduce pedestrian and motorist conflicts.”

Planning Commission members raised some concerns about conflicts between vehicles traveling to the three businesses. Fruchtl and Township Manager Amy Farkas said that issues identified by township staff will be addressed further during the land development plan process.

A public hearing on the conditional use application is scheduled for the Board of Supervisors meeting on Aug. 19.

The land development plans for the bank and restaurant will be presented to the Planning Commission in September, Fruchtl said.

The master plan for Patton Crossing, approved by the township in 2019, includes 20 buildings for restaurants, retail, a hotel and residential units to be built out in up to 12 phases over about 20 years.

In 2025, Patton Crossing developer 1752 North Atherton Street Associates LP applied for a grant from the state’s Mixed-Use Housing Development Pilot Program for a project to construct 135 residential units and 15,300 square feet of ground-floor retail space within the development. The residential units would include 12 affordable units for residents between 65% and 85% of the area median income.
