Evey Resigning From Benner Township Board of Supervisors

A Benner Township supervisor is stepping down from the position with four years remaining in her term.

Kathy Evey has submitted her resignation and the board will meet at 8:30 a.m. Thursday to formally accept it.

Evey told StateCollege.com on Wednesday that she decided to resign for personal reasons and declined to go into further detail.

Remaining supervisors Larry Lingle and Randy Moyer will have 30 days from the acceptance of the resignation to appoint a successor to fill Evey’s position until the next municipal election, per Pennsylvania’s second class township code.

A former Bellefonte Area School Board member and Benner Township auditor, Evey was elected to a six-year term on the Board of Supervisors in 2023.

In her nearly two years as a supervisor, Evey has often been at odds with Moyer and Lingle on a variety of issues and has twice sued the board.

In September 2024, Evey filed a lawsuit that alleging the board violated the state’s Sunshine Law in the hiring of a transcriptionist to assist the township secretary. Evey argues that the transcriptionist was hired to perform township duties without board discussion, a job advertisement or approval of payment, and that discussion of the issue was subsequently added to a meeting agenda without proper public notice.

Evey is also one of five property owners who filed an appeal of the board’s approval of a conditional use permit for an RV campground at the Bellefonte Airport. Evey recused herself from deliberations and the vote on the conditional use because she participated in a public hearing as a citizen objector.

The property owners argue that the campground will be detrimental to the surrounding residential and agricultural area, causing safety and traffic concerns. They also say that the application should have been rejected because of issues that were litigated when a similar proposal was denied more than three years ago.

Both cases are pending in Centre County court.
