A second person has been charged for involvement in what police have called “a sophisticated criminal enterprise” selling methamphetamine in Centre and other Central Pennsylvania counties.

Jaionne T. Miller, 25, of Harrisburg, is accused of conspiring with others to distribute dozens of pounds of meth between January 2024 and June 2025 in Centre, Blair, Dauphin, Huntingdon and Mifflin counties, according to an affidavit of probable cause filed Thursday by Spring Township police.

Miller — who was previously arrested in late June on drug trafficking charges in Centre County — sold meth on 11 occasions identified by investigators, using his cell phone and multiple financial applications, including CashApp, to facilitate the sales, a township detective wrote.

Charges were filed as a result of an investigation by Spring Township police, the state Attorney General’s Bureau of Narcotics and a statewide grand jury.

Miller is charged with 37 felony counts, including participating in a corrupt organization, knowingly dealing in proceeds from unlawful activities and multiple counts each of possession with intent to deliver and criminal use of a communication facility. He was already being held without bail at the Centre County Correctional Facility on the earlier charges.

He is accused of conspiring with Joanne L. Shaw, 37, of Warriors Mark, and others in the operation. Shaw was arrested in July on 15 felony counts and denied bail.

A grand jury presentment detailing the case, including witness testimony and physical evidence, was referenced in the complaints filed against both Miller and Shaw, but has not been made available.

An arrest warrant on similar felony charges was issued on July 21 for a third person named as a conspirator in the complaint against Shaw. He has not yet been arrested, according to court records.
