Fifty-year-old Kelvin Flory will spend the next six-to-12 years in state prison after pleading guilty to exposing himself and masturbating in public. There were five separate incidents over a three month period from May though July of 2012.
It was a particularly brazen series of public encounters. Flory repeatedly ran around local homes in the nude. Dressed in socks and shoes, he would stand naked near area roads. Prosecutors say he exposed himself to employees of a business and displayed himself on the patios outside some residences.
Flory has a long history of similar crimes. He has been arrested 13 previous times in Centre County. Flory was sentenced to state prison after being seen naked at Hills Plaza along South Atherton St. in 2010.
Centre County District Attorney Stacy Parks Miller said, “Flory started to expose himself while masturbating shortly after getting out of state prison for the exact same behavior.”
In addition to the 2012 incidents, Flory was also arrested in 1995, 1999, 2001, 2003, 2004 and 2007 for open lewdness or indecent exposure.
Remarking on Flory’s repeated run-ins with the law, Parks said, “Some people leave you no other option but incarceration as a means to protect other people in the community.”
