State College Police Charge Alleged Prowler

State College police have filed charges against a State College man for allegedly looking into apartment windows.

Police filed charges Wednesday against Nathan P. Turnbaugh, 22, for a misdemeanor offense related to prowling and loitering.

In July, police responded to a report of prowling at an apartment in the 400 block of Waupelani Drive. The victim reported she had an ongoing issue with a male being at her window in the middle of the night, according to the affidavit filed by police.

A few days later, authorities installed a video surveillance system in the area where the suspect had been spotted.

Then, between 12:50 and 1:30 a.m. on Aug. 22, the surveillance system captured images of a male suspect “loitering maliciously” outside the victim’s window. Police say the victim viewed the images and did not recognize the suspect.

Authorities later released the images to the news media in hopes the public could identify the suspect. Hours later, a resident called police with the suspect’s identity.

Police say they interviewed Turnbaugh on Monday and he allegedly admitted to loitering outside the victim’s window roughly two times a week for a month.
